Independent advisors to the UK Government on tackling and preparing for climate change

Scottish Government enacts CCC advice on climate change - 21 April 2010

The Scottish Government today reflected the advice of the independent Committee on Climate Change (CCC) in its implementing framework for the Climate Change (Scotland) Act 2009.

Within the package of secondary legislation proposed today, the Scottish Government reaffirmed its commitment to reduce emissions of all greenhouse gases in Scotland by 42% by 2020 - a challenging target which would, if achieved, put Scotland on a path to meeting the 2050 target.

Scottish Ministers asked for independent advice from the Committee on Climate Change. The CCC delivered its advice in a report to the Scottish Government, published in February 2010, which has been closely followed in today’s legislation.


The Scottish Government today proposed:

  • Retaining the 42% 2020 emissions reduction target
  • Annual targets for 2010-22 committing Scotland to reducing emissions by 0.5% in 2011 and 2012 followed by a reduction of around 9% in 2013 (which largely reflects the beginning of the third phase of the EU Emissions trading System in 2013), and reductions of around 3% a year thereafter through to 2022
  • A limit of zero on the use of carbon units for the period 2010-12.
  • To accept the CCC’s advice on the methodology by which emissions from international aviation and shipping are included within the target
  • To accept CCC advice on the allocation from total UK EU ETS allowances calculated for Scotland.

CCC’s Chief Executive David Kennedy said:

“We welcome the positive proposals published today by the Scottish Government. The targets will be challenging and will require significant policy strengthening. The priority now is for the Scottish Government to set out a clear strategy which addresses the significant potential for emissions reduction in Scotland that we have identified. These emissions reductions are both affordable, and will bring wider benefits to Scotland.”

The Scottish Government will publish a strategy which will set out how they will make these emission reductions later this year.
