Independent advice to Government on building a low-carbon economy

CCC's first Annual Report published - 16 July 2009

The Committee on Climate Change (CCC) today published its first Annual Report and Accounts for the period ended 31 March 2009. The CCC is an independent organisation whose role is to advise the UK Government and Devolved Administrations on climate change. The CCC was set up as part of the UK’s Climate Change Act, which came into law on 26 November 2008. The report sets out the progress that has been made by the CCC since its inception, including the advice on the 2050 target and carbon budgets which were published in the CCC’s inaugural report: ‘Building a low-carbon economy in the UK’.  So far, all of its recommendations on climate change have been accepted by Government.
 
The report also summarises the CCC’s business objectives and deliverables for the coming year, including the first progress report to Parliament to be published in October, and a review of UK aviation emissions and policy commissioned by the Department for Transport to be published in December.  It details other analytical work that the CCC will be completing on emissions reduction opportunities in agriculture and business, a review of the UK’s low-carbon Research and Development framework, and advice to be given to the Devolved Administrations in Northern Ireland, Scotland, and Wales on emissions reduction targets and strategies.

The CCC’s commitment to reducing its own carbon emissions is detailed in the document which sets out four commitments to sustainability and a series of measures that the CCC has already taken to reduce its impact on the environment.

The CCC is sponsored by the Department for Energy and Climate Change, the Department for the Environment, Food and Rural Affairs and the Devolved Administrations. It has an annual budget of just over £4 million. This supports its analytical and research work, salaries and running costs for a secretariat of around 30 full-time staff.

The CCC is made up of a board of eight members and is chaired by Lord Turner. An Adaptation Sub-Committee has recently started work at the CCC. This is chaired by Lord John Krebs and will be publishing its work-plan in October 2009.

“We have achieved a great deal in our first year, setting ourselves up as an independent organisation and producing advice for Government on what the UK’s long-term and nearer-term climate change goals should be. There is still a huge agenda to tackle and I look forward to working on this with the Committee and the Secretariat. I would like to welcome Lord John Krebs and the other members of the Adaptation Sub-Committee who have recently joined us and who will help with development of a UK climate change risk assessment and programme".
