Committee on Climate Change

Independent advice to Government on building a low-carbon economy

Path to 2020

The Committee’s first progress report to Parliament– “Meeting carbon budgets – the need for step change” set out the need for a significant increase in the rate of emissions reductions in order to meet carbon budgets, and a series of measures for achieving this in the power sector, in transport, and buildings and industry, including heat. The report also set out the methodology, and a set of indicators, that the Committee will use to monitor Government’s progress. In our second progress report, we assess progress against these indicators, and conclude that there is still a need for a step change.
